Under the government’s ‘One Nation One Subscription’ (ONOS) program, approximately 18 million students from all government-funded higher education institutions, including IITs, will gain free access to scholarly research articles and journals starting January 1, 2025. This initiative provides access to at least 30 globally recognized academic journals through a seamless, user-friendly digital platform. The Union Cabinet approved the ONOS scheme in November 2024.
The Department of Higher Education will oversee a unified portal enabling institutions to access these journals. The Anusandhan National Research Foundation (ANRF) will monitor the usage of ONOS and assess publications authored by Indian scholars from participating institutions.
With an allocation of ₹6,000 crore for three years (2025–2027), ONOS operates as a new central sector scheme. Its implementation will be managed by the Information and Library Network (INFLIBNET), an autonomous inter-university center under the University Grants Commission (UGC). The scheme will benefit over 6,300 institutions, encompassing nearly 18 million students, faculty members, and researchers.
The ONOS program includes 30 major international journal publishers, granting access to approximately 13,000 e-journals through the portal. This initiative aims to democratize access to high-quality academic resources across India.
